I am shocked and saddened to discover a paucity of spork smilies on the tcte-i have raised the matter in my local Halifax and written a strong letter to Horse and Hound so will keep you posted

save the image and then when you log into the admin panel there'll be a section for smilies, you press upload

it's because these boards are pretty much run by the people at myfreeforums. only they can do things like install smilies, install complicated hacks etc. we admins can only do limited things.
